Applicants for permanent residence in China are divided into seven categories: investors, employees, people with special contributions, spouses and unmarried children under 18 of the investors, the employees and the people with special contributions, reunion of husband and wife, reunion of parent and children, and relatives seeking dependence. Foreigners applying for permanent residence in China shall abide by Chinese laws, be healthy, have no criminal record and meet one of the following conditions:
A foreign applicant who makes investment in an industry encouraged under the “Catalogue for the Guidance of Foreign Investment Industries”，and makes individual direct investment totaling more than 500,000 USD (paid-in registered capital) with stable investment and a good tax paying record for three consecutive years at the time of application and three consecutive years before the date of application, who has set up foreign-funded enterprise in Beijing, and the name of whom is indicated in the column of investor in the “Approval Certificate for a Foreign-Funded Enterprise”, can apply for permanent residence.
A foreign applicant who makes individual direct investment totaling over 2,000,000 USD (paid-in registered capital) with stable investment and a good tax paying record for three consecutive years at the time of application and three years before the date of application, who makes investment through the establishment of foreign-funded enterprise in Beijing or joint exploration and development of oil with Chinese investors, who has set up foreign-funded enterprise in Beijing, and the name of whom is indicated in the column of investor in the “Approval Certificate for a Foreign-Funded Enterprise”, can apply for permanent residence.
A foreign applicant who has been holding the post of deputy general manager, factory deputy director or above or of the title of associate professor, associate researcher or above or enjoying an equal treatment in a department of the State Council or a subordinate institution of the people's governments at the provincial level, an enterprise or public institution carrying out national key project or major scientific research project, or 7 types of scientific research institutions such as national laboratory, national key laboratory, national engineering laboratory,
national engineering research center, state-accredited enterprise technology centers, national engineering technology research center and foreign-invested research and development center for at least four consecutive years upon application and prior to the date of application, with a cumulative period of residence in China no less than three cumulative years in four years and with a good tax paying record, can apply for permanent residence.
A foreign applicant who has been holding the post of deputy general manager, factory deputy director or above or of the title of associate professor, associate researcher or above or enjoying an equal treatment in a high-tech enterprise, foreign-funded enterprise in an industry encouraged, foreign-funded advanced-tech enterprise or foreign-funded export-oriented enterprise in Beijing for at least four consecutive years upon application and prior to the date of application, with a cumulative period of residence in China no less than three cumulative years in four years and with a good tax paying record, can apply for permanent residence.
A foreign applicant who has been holding the post of professor or associate professor or enjoying an equal treatment in a key institute of higher learning in Beijing for at least four consecutive years upon application and prior to the date of application, with a cumulative period of residence in China no less than three cumulative years within the four years and with a good tax paying record, can apply for permanent residence.
A foreigner who is a world’s top talent, a talent with special skills or a prominent figure who has made significant and outstanding contributions to China's economic development and social progress or is of great value to the country, including world-renowned science award winner, world-famous scholar, entrepreneur, athlete or artist, can apply for permanent residence.
The spouse and unmarried children under 18 of the investor, the employee, or the people with special contributions can apply for a permanent residence permit together with the investor, the employee or people with special contributions.
The foreign spouse of a Chinese citizen or the spouse of a foreigner who has obtained permit for permanent residence permit in China may apply for permanent residence, provided that he/she, upon application and prior to the date of application, has been married for five years and resided in China for at least five consecutive years with no less than nine months each year, enjoys stable living guarantee and residence, abides by the laws of China, enjoys good health and has no criminal record.
A foreign unmarried child under the age of 18 who seeks dependence on a parent of Chinese nationality or a parent of foreign nationality who has obtained permanent residence permit in China can apply for permanent residence.
The elderly seeking for dependence - a foreigner who is over 60 years old and has no immediate relatives outside China may apply for permanent residence when he/she seeks to live as a dependent with his/her Chinese direct relative who has reached the age of 18 or foreign direct relative with permit for permanent residence in China, provided that he/she, upon application and prior to the date of application, has resided in China for five consecutive years with no less than nine months each year, enjoys stable living guarantee and residence, abides by the laws of China, enjoys good health and has no criminal record.
Overseas high-level talents in Zhongguancun. Foreigners who meet the accreditation standards for overseas high-level talent of Zhongguancun, together with their spouses and children under 18, can apply for permanent residence with a letter of recommendation issued by Zhongguancun Management Committee.
Foreign members of entrepreneurship team and overseas technical talents employed by enterprises in Zhongguancun. According to the evaluation criteria for overseas talents in Zhongguancun, foreign members of entrepreneurship team in Zhongguancun and foreign technical talents employed by enterprises in Zhongguancun who have reached 70 points canapply for permanent residence in China after being recognized and issued a letter of recommendation by Zhongguancun Management Committee.
Overseas Chinese in Zhongguancun. Overseas Chinese who have doctoral degree or above and hold work-type residence permit working for enterprises in Zhongguancun and overseas Chinese who have worked in Zhongguancun enterprises for at least 4 consecutive years with work-type residence permit at the time of or prior to the date of application and have resided in China for no less than 6 months in total each year can apply for permanent residence.
Annual salary and payment of annual individual income tax in Beijing meet prescribed criteria. Foreigners who have worked in Beijing for at least 4 consecutive years and have resided in China for at least 6 months in each of the 4 years, with annual salary (pre-tax) of more than RMB 500,000 for 4 consecutive years at the time of or prior to the date of application and payment of individual income tax of more than RMB 100,000 per year, can apply for permanent residence upon the recom_x0002_mendation of the current employer.
Overseas high-level talents in Beijing. Overseas high-level talents recognized by the competent department of talents in Beijing or senior professionals in an industry employed and guaranteed by enterprises recognized by the competent department of science and technology innovation in Beijing that have been working in Beijing for at least 3 consecutive years with a work-type residence permit with a note of “talents” at the time of or prior to the date of application can apply for permanent residence in China upon the recommendation of their employer.
Overseas high-level talents in the Comprehensive Pilot Demonstration Zone for wider opening-up of the service industry in Beijing Foreigners who meet the recognition criteria for overseas high-level talents in the comprehensive pilot demonstration zone for wider opening-up of the service industry in Beijing can apply for permanent residence in China with the letter of recommendation issued by the Beijing Municipal Bureau of Commerce.
Foreign members of entrepreneurial teams and foreign managerial and technical talents employed by service enterprises in the comprehensive pilot demonstration zone for wider opening-up of the service industry in Beijing. According to the point-based evaluation criteria for overseas talents in the comprehensive pilot demonstration zone for wider opening-up of the service industry in Beijing, foreign members of the entrepreneurship team and foreign managerial and technical talents employed by enterprises in the zone can apply for permanent residence in China after being recognized and issued a letter of recommendation by the Beijing Municipal Bureau of Commerce.
Overseas Chinese in the Comprehensive Pilot Demonstration Zone for wider opening-up of the service industry in Beijing. Overseas Chinese who have doctoral degree or above and hold work-type residence permit working in enterprises in the comprehensive pilot demonstration zone for wider opening-up of the service industry in Beijing or overseas Chinese who have worked continuously for 4 years in enterprises in the zone with work-type residence permit at the time of or prior to the date of application and have actually lived in China for not less than 6 months each year, can apply for permanent residence in China.
Beijing assesses the points of innovative and entrepreneurial talents from abroad who apply for permanent residence in China in accordance with individual evaluation criteria such as the age, educational background, work experience, professional / management ability, professional / management achievement and value contribution of foreign talents and enterprise evaluation criteria such as the type, leading position, innova_x0002_tion, economic and social benefits of the enterprises where the talents are employed. The talents with a total score of 70 can apply for permanent residence in China.
